A Study on the Benefit Control Policy on the Long-Term Care Insurance System in Japan

Abstract

|
This study is the purpose to get suggestions for Korea that the development process of long term care insurance system in Japan catches where it aims in the contents. With this contents analyze revised long term care insurance system in 2005 and it is not a purpose of care guarantee for users but the benefit control for financial stability and consequently it makes clear that restrictive service use of users. With this we analyzed benefit control system by four analyses reduction of payroll, service contents, user charge increase and limit of service use targeted at three items directly involved ; foundation of new prevention benefit, improvement of facilities service, insurance among revised contents. As a result it promoted the expansion of new prevention stage and the restrictive service use for limitation of care benefit, as well the user charge increase about housing, food expenses of facilities service and maintained the benefit limitation by expanding taxation about the first insurance. We checked the responsibility increase of national burden is a vital course for long term
financial stability and to ensure the quality of care users in the process of revised development of long term care insurance.
